KEVIN MCCARTY (USA, NAIC)
MANAGER & FOUNDER
Kevin McCarty, who founded Celtic Global Consulting in 2016, is one of the nation’s foremost experts on insurance and insurance regulation. With more than 27 years of experience including 13 years of service as Florida’s Insurance Commissioner (2003-2016), he offers unrivaled experience as a national and international leader on insurance markets, insurance regulation, global capital markets, and public policy. McCarty earned his bachelor’s degree and Juris Doctorate from the University of Florida.
Served the IAIS in a wide range of capacities from 2008 until his departure as Commissioner of the Florida Office of Insurance Regulation in July 2016: as a member of the IAIS Executive Committee beginning in 2008 and Co-Vice Chair from 2012; member of the Audit and Risk Committee, including serving as Vice Chair, member of the Coordination Group, member of the Performance and Compensation Committee and Co-Chair of the Stakeholder Engagement Task Force. Also integrally involved in strategic planning for the Association as a member of the Strategy Task Force (2014) and member of the Internal Review Task Force (2011). Also served as a Member of the Technical Committee (and its successor Financial Stability and Technical Committee) beginning in 2010, a Member of the Financial Stability Committee from 2010-11, and a panelist and/or moderator at numerous IAIS Annual Conferences and other events.
Kevin was designated as an IAIS Distinguished Fellow in 2016.
The IAIS created the Distinguished Fellows program in 2004 to honor former Member representatives for their substantial involvement in IAIS activities and outstanding service. Honourees are nominated and approved by their peers. It is a special way of paying tribute to those who have selflessly contributed their time and expertise to advance the IAIS mission. DAVID VACCA
David Vacca is the Principal of Vacca Regulatory Consulting. The firm provides insurance regulatory consulting services to state insurance departments, federal agencies, insurance trade associations, consulting firms, insurers, and other interested parties. Before forming Vacca Regulatory Consulting, David served as NAIC Assistant Director from 2002-2012.
DR. RAY SPUDECK
Dr. Ray Spudeck is the founding Principal of Spudeck Consulting, LLC. Ray brings over twenty five years experience to bear in meeting client needs and solving problems. He has worked with private companies; state executive branch offices and regulatory authorities, and the Federal Insurance Office within the US Treasury. Prior to creating the firm, Ray was the Chief Economist for the Florida Office of Insurance Regulation. In this capacity, Ray was responsible for the economic analysis of Florida’s insurance markets and was actively involved in the economic and financial aspects of regulatory and legislative policy issues.
